How to predict new hero releases?

Is there a way to know which heroes will be released before they are posted in the patch notes? For example, does Perblue have a list of new releases for the next couple months somewhere? Also, how do they decide which heroes to add to the game? Do they listen to user requests? I have been wanting to see Mother Gothel and Phineas and Ferb characters.

In rare cases, there are “legal” ways to find new characters: friendship dialogue cameos, App Store images, Facebook teasers and of course deals. However, the further we go, the less those work.
