Lately, whenever I fight a team with Ian on it, he keeps using his firework spell right at the start. Aren’t green skills not supposed to be used until after a hero makes a basic attack?

Not necessarily, it depends on the initial cooldown of the skill (which isn’t really written anywhere in game - you can mostly have a general idea of what they are by looking at the fight, though not super accurate. It does appear in the code of the game too)
Ian’s green skill has an initial cooldown of 1 second, so unless he basic attacks literally immediately he’s often capable of using it before his basic attack.
