Impossible jump in city watch scaling

Since maybe level 30 or so I have been able to full clear the City Watch every day on Easy Mode. For one reason or another, which I do not understand, my City Watch has outscaled my team in an impossible way.

When all my characters are maxed out at level 43, Stage 3 on Easy has characters that are both 8 levels higher and promoted to a rank (purple) I don’t have access to due to level restrictions.

Is this intended and if so, how does this qualify as “Easy” mode? I would expect this to be what Hard or Medium mode would look like.

Hard and Medium don’t have different enemy lineups.

CW matchmaking is a dumpster fire. Recently some players around level ~150 reported being put against enemies 100 levels higher than them, way above the current level cap. Eight levels above your level, unfortunately, isn’t unusual in the slightest.
