I am beyond weary of people starting/ joining Heist, only to do nothing and reap (diminishing) rewards. “Diminishing” because their laziness costs the team rewards. Like most MMORPG, there should be AI that boots afk players. It frees space for active ones, betters the experience for active ones & discourages such selfishness.

So far kicking is only available to the host of the Heist

Which should mean that only if the host is ghosting, there is a problem. Kicking a host however, is probably difficult to make in the game. So i think you’ll have to learn to live with it.
