Invasion perks not available

The button to buy the invasion perks are all grayed out.

When we try to buy the first invasion perk, it says we need it’s prerequisite. Is there a prerequisite or is this a bug?

You need to unlock the necessary guild level 4 perks first

Ah thank you. They’re lvl 4 perks. We’re only lvl 3.
