I think you can read the definition of the status “CURSED” clearly. Unable to heal unable UNABLEEEEE!!! Try it in your own servers read and try it on jessie. it’s just confusing tho cuz it said UNABLE TO HEAL.
when you notice this the next time, write a support ticket afterwards and state when and in which game mode you noticed this, so perblue can check it 
She’s not healing, she’s stealing life aka known as lifesteal, seen many games handle lifesteal differently from the normal healing, so I’m okay with this.

But it said “UNABLE TO HEAL” so meaning to say she’s not able to gain healing status in any ways. The lifesteal you said is a way of gaining health sooo it’s healing

I’m also OK with her regaining HP through Life Steal vs. Healing.
The only problem that I have with this is that her Yodel (which is Fantastic) also recovers her health - in previous PerBlue games, only Normal/Physical Attacks caused Life Steal, so I was a little thrown - but, I suppose that first sentence in the Cowgirl Boogie description is all-encompassing.
