Dont revive dead topics ever
Reviving dead topics doesn’t break forum rules or anything. 
If you have something that adds to a conversation, then reviving an old topic can sometimes be better than making a new one. For example, if there’s a four month old topic about a bug, and it’s still in the game, reviving it to better highlight that PB should really get to fixing it would have better effect than making another topic for the same thing.
Though as I said, just saying hi would be much better suited to a PM.
