Yes, and you will see them often. Same on other servers.
As far as I know, Maui shouldn’t even be in Server 18.
I think this is just an exception because Maui is fixed as an enemy in those Campaigns.

For now just think of him the same as all the other enemies, he’s just someone you have to beat that you can play as (yet).
In that regard he is no different than a brute, skeleton or the thief etc.
He will be playable for you in time, for now don’t worry about it.

I’m Server 18 also, what everyone said is true his just there to fight although we are getting him next patch but that doesn’t have anything to do with this. Done a few campaigns now and vsed a lot of heroes we don’t have yet eg. Scar, Mickey, Maleficent, Merlin. They were just made before the hero you are playing as was made so the were added to the campaign and they just havent released them in the same order on server 18.

I wonder why they haven’t fixed it if it’s a bug.
It’s not, I guess. Just enemies.
