Mr.Incredible might just be one of the most annoying heroes to come against through in the campaign. First of all he has a free invincibility for a few seconds before he uses his Active Skill, then after he jumps and uses his active skill then that’s when he starts to completely ruin the game
Your level might just be too low or you might be using a bad team of heroes. I kill Him all the time.
I find Mr. Incredible one of those heroes who is useless when a player uses him and OP when under AI control. I think this is because of his sustain and massive damage and sustain he gets when he falls below 50% HP. It is also worst when you face him in friend campaigns when you have a set team and that team has no means to CC him down. I don’t know if it’s better or worse that players don’t use him because with the scaling issues CW has and it pulling other teams from Arena/Colosseum he could be just as bad if he gets the 100 lvl buffs from CW some players are coming across.

I wouldn’t say Mr. I is the worst hero in the game. Nor is he even the weakest Tank in the game. Shank and Rex at the very least are worse then he is.
Like I said previously it’s only the AI versions that really cause issues with the scaling problems and especially in friend campaigns where you have a set team that may or may not be able to control him.
this is because AI heroes have all their skills flattened out - ie. all level 170 for a 170 hero. Players don’t, with Blue & Purple skills being 20 & 40 levels lower.
Bob has a powerful, level-based purple skill, which means facing AI Bob is equivalent to facing one with +20 blue & +40 purple skill mods - giving him a huge amount of bonus HP & Armor. This shown is only +30 and it’s already double the effectiveness:
So you can see why AI Bob, and other heroes with level-based purple (or blue) skills, can be tricky as AI opponents.
I think that they could definitely tune down those blue and purple skill levels at least, that’s the main problem. Mostly, just for the friend campaigns at least, since you have absolutely no choice in the heroes that you use. Otherwise, you can kind of mix and match to see what works. If they at least make it where you can hire a mercenary in the friend campaigns to help out, he’s quite ridiculous there.

Creeps doesn’t wear any mods.
I don’t know what you mean by mods for creeps, but obviously creeps are rarely the problem on Friend campaigns. If you look at the enemy hero stats after a stage, you can see that their blue and purple skills are cranked up way beyond what is normally possible, which is what I am referring to. Take Shank for example. At level 150, she will have 150 points into these skills that would normally not go that high and make her armor rating entirely too high and takes next to no damage and regen to full health after another skill, depending on your forced team.
Sure, the main solution is to level up, but you are typically forced to power level a forced ally (or 2-4) that you have no intention of using again, which is my main issue with the way that it works. Wasting precious resources that could be better used elsewhere.
