We got Kim and Disgust when its close to Halloween last year and they aren’t even villains. And I also don’t really count Lock, Shock, & Barrel as actual villains either, just maybe as secondary antagonists.

That’s actually correct, both were added to the game on 4th February.
Both were added directly in Black History Month, and Dr. Facilier also to celebrate Villiantines.

Professor Ratigan might be another villain.

If it add a villain as villaintines, it might be event for villaintines day
Such an Professor Ratigan? I know he work with Randall in his campaign with Basil.
There can be other villains that can fit well.
I think Cruella might make perfect sense for Villaintines day.
