I think for a Hero Refresh a full app update is required.
All heroes for the next month are already in the game, so I don’t think there is another need for full app update other than Hero Refresh.
My guess:
27th July: 3.2.01-B (a Diamond Crate hero replacing QuackerJack)
3rd August: 3.2.10, with hero refresh (maybe Basil), Arena crate change and Contest hero change
Wouldn’t that be pretty big for a .10 update? Two heroes and a refresh?

Why Basil? He’s not the strongest but there are toons in much worse states.

Basil is in really poor state 
And he never was really good, and PB keeps adding to him random badges, making him even worse.
My Basil is Y2 and does tons of damage.

Yes, but his practical usage is 0. Because of having 0 protection and just spamming darts, but okey.
Not even that now, his own active only gives him one-time energy from purple, instead of 20-times.
Kind of… good as he can use other skills, but of course it was nowhere mentioned in patch notes. And then, even Gizmo’s disk doesn’t grant him energy.
