No leader, no champion, no officer?

Our clan Team Rocket is in a problem area. Our Ruler hasn’t been on in 21 days and we have no officer or champion to take control. How can we get around this to maximize our game play? Dire need of a ruler to help strategize game play and promote needed ranks to guide the team.
