There are six heroes in the third installment of this chapter fight, Belle looks like an extra who isn’t meant to be in the fight.
I’m not at that chapter yet (not available in my server), but having 6 opponents is not a bug. I have heard more that this happens eventually in the campaign.

Yes. In fact, 6 enemy heroes happens in earlier chapters as well.

So if it isn’t a bug, what is it? Because I’ve been stuck on this chapter for months, just now realizing I have a major disadvantage fighting six heroes. Baymax, Mulan, Rapunzel, Tron, Belle, and King Louie.
