Does anyone find it weird that characters like Pete, Hopper, and the Hocus Pocus witches aren’t featured despite 90% of the other villains being featured, yet anti-villains like John Silver or Rose are, despite being far less evil than them?

Not really “evil” more of a bully
He does try killing Jim multiple times sooooo
She kissed Jake but she isn’t supposed to be a villain
Hopper would have been a better choice because Rose wasn’t evil
