I am occasionally getting a random heist message while not in an active heist. Last one said “Ursula spotted the thief.” I don’t have Ursula and she wasn’t in the previous heist today. I tried clicking on it and it disappeared. It started happening during a friend campaign battle of all places. Am I seeing someone else’s messages? I didn’t see anyone else report it. Is anyone else having the issue?
Were you observing a heist or in a lobby to join a heist and simply forgot about it? It doesn’t have to be your Ursula if they spot the theif. The only player specific notifications are for ambushes.

It went away after the next update. It was in the main lobby.
