At this point, a lot of heroes need the “This skill has a chance to fail against enemies higher than level X” clause in their red skills removed entirely, it seriously inhibits their utility and makes them a far greater investment than most heroes to see them to their full potential, especially when so many new heroes are coming out with red skills that aren’t inhibited by their levels
Having red skills that inflict disables is already enough of a problem, since you need a huge investment to make them bypass tenacity and evasion, but making it so that not leveling them up totally locks out more of their main function is even worse, because you need thousands of pieces now
