I just played chapter 23 and noticed a thing. The character avatars at the beginning say they don’t have red skills, yet they actively use them. As an example, you can see Elsa freezing a single enemy at the start.

maybe Elsa is in few waves and she has red skill in one wave and doesn’t have in other

Both images show wave 3 enemies, so it’s a bug.
