My guildmates and I enjoy playing heist as a guild but have often been frustrated by the increasing number of off duty characters. Most of the characters released in the past six months are off duty as well as popular characters such as Randall, Goofy, and Peter Pan. With the increase in difficulty it would be helpful to be able to use my best characters. I’m sure others will agree.

I totally agree with this. I also think that there is no need for off duty toons in heists after introducing the new difficulties. I usually cannot participate in a ridiculous heist when I’m the third person because of so many off duty toons.

This is something I’m actually down for. Off-duty heroes for heist are unnecessary and way too much. It’s getting to the point where there are over 20 heroes off-duty. And for someone who is free to play like I am, that’s pretty much all the heroes I can even use.
