Rocketeer Usage

Where (what areas) does the Rocketeer do best, and with what teammates (synergies)?

I have never faced the Rocketeer in guild wars, arena or coliseum so am questioning my working on it. I have a three star Rocketeer at Red level and find it useful in some city watch battles. In short, should I use the resources to continue leveling up and add red skills or focus on another yellow team member?

The whole play of Rocketeer is to be dealt a lot of damage and then heal in the back-line.
Due to how much quick damage is dealt in Arena and Coliseum, he hardly ever reaches the “below 20% threshold” to go to back-line and heal. Therefore he’s not used.
