Yeah… his numbers are decent so he still works at O4.
He doesn’t do much later on though

0 Tenacity or Evasion making him vulnerable to disabling, Skills who deals fantastic damage without Reality negation, his friendships are very wrapped up in his white skill so vulnerable to Hex, plus the fact that there are other heroes who do their job better
Doesn’t mean that he can’t be used

It’s kinda like pokemon some pokemon my not be as good nowadays but they still can be used in the right ways. So it’s the same with Disney heroes.

But whatever, play as you wish. 
Have you even tried different combinations with other heroes?

Except heroes who have such bad stats or skill sets (like i said with scrooge or another example is Tigger)
Also the only thing that can be expected is that he will get better badges or an acceptable Hero Refresh.

He’s a Fantastic Damage dealer with no Fantastic Crit or Reality Negation.
A DPS who does no DPS can hardly be called a DPS.
Why do you hate Scrooge so much? Is he really THAT bad?
Let me put it this way…
If Scrooge is your favorite hero, then use him. Use him everywhere you want. Although then you are relinquishing any right to complain later (or acknowledging people here were right). Comprende?
Same with Tigger and other characters we call terrible.

You’re right, if Darkwing had not had his hero refresh he would be the worst character in the game so we only have to hope that Scrooge has a similar hero refresh or Good Badges (I say it as an example from my side)
Nah, the worst hero to live is still Jack Sparrow.

Eh… he is far from worse.
Outdated and easily replaced by newer heroes and doesn’t fit in any of the new metas.
I can see scrooge being a heist only toon now if you have no other choice left.
Maybe a refresh can bring him back? But that’s still a maybe.
He would actually be a lot better if all of his damage was swapped to Normal Damage. Because he actually has Armor Negation and Normal Crit. For some reason.
I want to say that in terms of Scrooge it isn’t that anymore dislike him character wise that they don’t recommend him, it is rather the fact that Disney Heroes is a game where the more recently the characters has been released the better they are.
I understand if you feel Scrooge might strong for you, however that is a perspective based on that you have leveled him up and that right now you might not be fighting the newest of the newest of the new characters that often.
I can say that for the sake of your future progress in the game it is best to switch out Scrooge for another new character who were released recently.
And I say that even if I really like Scrooge as a character, but unfortunately he+just isn’t strong enough these days even if I too wish he was,

Sadly, time just comes further, and only those toons who have something special to offer remain. Scrooge never had it, he might deal good damage when he came, and even taking him out wasn’t easy, but his skillset is really nothing special. If a character is all stats eh skills, they’re doomed. I mean, where are Ducky and Bunny now? They used to erase Arena lines.
And what’s sad for Scrooge, he had no chance to enter the meta even when he came. In late 2019, Randall ruled the game, any other fantastic damage dealers felt like decorations.
