I just call it flinching. And yes, there is one, but the data concerning that is hidden. It does seem to be related with the strength of the enemy.
Personally, I wish Maui would be immune to flinching until he uses Psych Up.
The devs missed a big reason why Maui was underused because all the devs are about are stats and not doing research on the reasons a hero is not being used.
