I’m not really sure where you’re getting that from, but by ‘referral program’ they mean that players from DSA, who will now likely be looking for a similar game to play, can be ‘referred’ to DH:BM with special rewards and prizes for joining the game. In other words an effort to get some Sorcerer’s Arena players to play Disney Heroes.

Since the game is about to close, there’s not much time to refer them here which is why people are asking about it.
