We have a great lineup of characters planned for the rest of the year that will introduce new IPs in the game

Understanding how PerBlue isn’t very forgiving to live-action characters, bringing more to DHBM is not impossible.

They’ve done it before, and they can do it again.

They have, but I suspect there is an important likeness rights issue for live action characters. Supposedly the original reason Giselle from Enchanted wasn’t added to the Disney Princesses line was that Disney would have add to pay royalties to Amy Adams for her likeness. The more recent live action movies probably involve likeness rights in the contract - Pirates, for instance, added characters to the theme parks based on likenesses - but the older movies may be more of an issue.

What live action characters in the game come from live action? PotC characters, and only the three pirates, and then Rocketeer, who wears a mask. Tron is a little quirky, with the computer elements.

A valid point indeed, but Disney is a big company with a ton of IPs. Yes, it would require permission from the characters’ respective actors to use their likenesses, but convincing them with a very big offer is definitely in the cards.
