Well, Ratigan is a hand-drawn animated character, not a “puppet” or even a CGI animated character, and The (Adventures of the) Great Mouse Detective was released in 1986, so it’s hardly one of Disney’s “latest films”. So, yeah, kind of confused by your “observation”.

Yeah, their comment would make a lot more sense as a reply to someone asking about those characters (and would definitely be intended as an insult), rather than as a reply to someone asking about Ratigan.
Anyway, we’re getting way off track here. In terms of heroes, if the new IP is referring to what I think it’s referring to (and only one other player in this topic has made the same guess so far), I’m looking forward to it. The other hint certainly seems to be referring to Hercules, though I’d love to hear guesses on what other IP it could mean.
