. In the weak zone there is one character of a very high level. The problem is not even that it is difficult to defeat. Its level exceeds the level limit on the server. And with each wave its level rises.
This is normal behaviour for every cleared region of surge 
The one strong hero can appear because surge searches for arena teams matching a target power - if someone has a single hero with similar power to the appropriate team of 5, it can just as well be pulled.
