Sometimes in surge, you can get into a spot where you have enough power to raid, such as below
But then afterwards, it tells you that you need to have more power to do that (refunding the raid).

Not a mismatch, it always worked like this. You need enemy team+100 power to raid.
Even worse is when your team has 1.32M power, enemy has 1.32M and the game tells you what´s above.
Interesting. Still wonder why one half allows it while the other rejects it though.
Team + 100 is fine by me, just should be consistent front to back
It shouldn’t light up as if you can raid then fail
