Has happened twice to me now.
Just now my team level went from lvl85 to lvl86. I got the ‘level up’ screen, which tells me I receive 160 stamina and max stamina gets upgraded by ‘+1’.
However I don’t actually receive the stamina at all. This also happened when I went from lvl84 to lvl85 Team level.

Usually this happens when you’re doing multiple raiding around the time you level up. The stamina is added to your account when you reach the right team level, and then you’re able to use it when raiding. Once the level up screen appears, you’ve already used the stamina, so it looks like it’s missing.
You can contact support through the game, and they can check the logs for you, just to confirm this is what happened.
