You know there are more badges that heroes don’t need to equip right?
That probably just means you don’t have any heroes unlocked who can use it.
I can confirm there are in fact heroes who need that badge at O6 
It actually shows every single hero that needs to equip it even if you haven’t unlocked them

It isn’t a bug. That badge is only used for crafting
Ah yeah, the screen is showing the BIT. So heroes would only appear if they could equip that badge directly (or, since it’s just the bit, would any heroes appear there at all?)

There are plenty more badges that are only used for crafting, I think, so it’s not a rare or missed-out thing
No it is actually showing the whole badge
Actually, @Pipsqueak is right, screenshot shows BIT, and this badge is used only for crafting whole badges.
Ok yes my bad but if you press on a bit you see that some heroes appear. Press on a Love Bird bit’s info and you will see a O0 Genie, even though he equips the Love Bird badge
