Purple skill “Dancing with the Devil”: Joker’s Basic attack pranks (scares) enemies every 3rd attack

Red skill “Abused ChildHood”: Joker’s Tenacity is decreased by 200 increasing everyone in the team’s tenacity by 50

He’s not horrible, but his skills are a little all over the place, and, even though the Joker is a wildly zany and unpredictable character, he doesn’t stick to a theme in this concept. So I’d give it a C-.
