I got Calhoun to 101, but the challenge only shows 86/100. I’ve completed the challenge, without the reward. That’s wack.
Mayhaps the Challenge only considered another Hero. I did a similar Challenge when you had to get the Invasion Power to 50. I powered a Hero up to 50 but it didn’t count. I noticed that the Challenge Progress was the same as a separate Hero, which was useless.
It doesn’t count Mods, I tested. So, just a bit more.
