Can EG take 0% damage if she have 5 stacks of hardy?

I had to check with the design team before answering 
For Anger, it will affect basic damage buffs that give an icon above the hero. So, this won’t affect passive buffs like “+x basic damage” from memory disks, etc.
For Elastigirl, yes, she can get more than 4 stacks of Hardy, and she can take 0% damage.
I will start a known issues thread.

Just to kill my curiosity, it doesn’t (or does) work on Nick’s red skill - the one which share his SP to allies.

Where is the new guide in the update
I’m not that worried, since you really just need a decent control with lots of debuffs like the triplets or H&D to eat up her stacks of hardy.
