No they do it 3 times a day (from 12pm - 2pm from 6pm - 8pm and from 9pm - 11pm)

AH, that one!!
I sometimes forget to claim my Free Stamina, other times I purposefully don’t claim it, mostly due to being at MAX Stamina (wherein I can’t buy more using Gems).

You can still claim it even though you’re at Max Stamina like me I have 2.33 Stamina

Well there’s that, but then I won’t be completing my “Spend Diamonds to Get More Stamina” Daily Quest.
Until I get another Apple gift card I’m not gonna spend the 10 dollars I have on Diamonds for now I’m just gonna save stamina until I have enough to get certain characters to a certain rank
but then you’re declining Free stamina in favour of spending diamonds for it? 
you earn substantially more Team XP from collecting, and using, the Free stamina (enough for nearly 2 full levels a day, in fact) than by collecting the Daily Quest. And it costs nothing
