Why don’t we get City Watch keys doing epic? Seems logical to me.

It deliberately slows down the accumulation of red skill chips a little bit.
By forcing players to do hard city watch every now and again it helps (just a little bit) to keep the super powerful players on the servers from storming too far ahead and maxing all the red skills too quickly.
Not hardly, there are still bunches of red skill chips in deals and contests. I’m fairly sure the real reason is to force people to play on Hard so that it doesn’t feel useless (given how the other two difficulties may as well not exist).
