I don’t remember claiming weekly quest rewards from S19. The numbers did not restart from 0.

You can claim rewards ONLY on each Monday. If you don’t, rewards are wasted, you have 24h to claim them.

Um… I just found out the answer today. Each star gives you a reward. I didn’t claim the reward last week so it continued until I reached 5 stars. And this week I just got a total of 7 stars so I got 7 rewards.
Rewards does stack.
