Most exclusive crates (Arena, Coliseum, City Watch) tend to be offered roughly once a week; the Event Exclusive Crate tends to be offered closer to once a month.

I’ve seen it for Sherif or Bunsen, but not for Fozzie yet. Hope it would be soon…
Fozzie appeared in crate once, and as the rules should continue he won’t appear for another 3 months.
This would mean he will come back around September.
After that, Fozzie will appear once per month.
