Why in the world "Hexed" doesn't work on Zurg

So far you’ve been patching useless stuff that affects Tia and other silences, like disabling Merida or Mr.Inc’s Blue skills.
That stuff wasn’t important for most, but it was one of many of those silence buffs and we all know control stuff is the most powerful in this game even before and it was also a huge hit for those who used these heroes above.

Tho if interaction with Super Duper and Silence was unclear, Ursula’s Hex says that it stuns for 4 seconds IF ENEMIES ATTEMPT TO USE ACTIVE SKILL.

So, you gonna say that that rain of plasma balls isn’t an attempt to use an active skill? Srsly?

Was Zurg’s Ion Blaster skill already in progress when Ursula used her Hex?

If that’s the case, then Zurg had already used his active skill and is not affected by the mechanics of Hex.
