I agree. They need more heroes but it takes a long time to program a hero. They create the ones most popular. Currently they are really releasing one per update. They mag get to Bolt eventually but for now have some patience.
To answer your question: Bolt isnt in game because he is not popular enough with the players of the game. Other people currently want:
Mabel Pines (Gravity Falls)
Kim Possible (Kim Possible)
Hercules (Hercules)
Mulan (Mulan)
I am personally waiting for the last one but I also want Edna Mode
