Woody refresh

Uhh… how does one picture have to do about the refresh? And why refresh woody? Is he too good? Too Bad?

Why would a hero be refreshed if they were “too good”? Refreshes are for buffing heroes, not nerfing them.

Because PB thought it would be better for her. Whether or not it actually was better for her overall can be considered up for debate (IMO it was fine), but the point stays the same: all refreshes are done with the intention of buffing characters who are weak, not nerfing characters who are strong.
