It can help a ton if they are skills that apply disables.
If they’re not, then yeah don’t mod them.

If i am not wrong then level based skill just increase the level nothing else
And that’s what Mad Hatter’s blue does.
It affects on enemy’s tenacity and evasion too.
Same reason why green mods are best for Lilo.
Another piece of advice: Only give BD mods to heroes that REALLY need it (i.e. damage heroes), otherwise don’t equip them at all.

This is not entirely true.
Yes, there are skills with level-based skills that are not worth levelling like damage boosts and chances to fail against enemies for debuffs that are not disables (because those are not effected by Evasion or Tenacity).
HOWEVER disables that state a chance to fail OBEY the principles of Evasion and Tenacity. Therefore, if you mod the skills with those disables…
+40 = reduces the enemy chance to shorten the duration (Tenacity) or evade (Evasion) by 40% flat.
+80 = same but 80% flat
+120 = same but 120% flat
+160 = you don’t need that, no hero in game has Evasion or Tenacity stat much higher than 415 in 295 level cap.
Prime examples that are very visible are Minnie, Disgust, Carl or Lilo.

It’s nothing super broken or anything but can help a ton in some situations

I assume that has no effect though unless they are healed by a % or a heal would overflow their HP?
Otherwise it’s not actually giving additional healing, just increasing the max - which actually could reduce their energy gain quite a bit 
No no it’s always applied. Once per second for heals over time.
It’s maxed in 4 seconds because of the red skill
It doesn’t affect energy gain in my experience
Also can’t be removed cause it’s passive HP, not a buff
should i put 4 BD with fantastic damage on ELastigirl?
For Mulan it’s good 1 shield and 3 green skill?
