No. Leroy is Dr. Hamertviel’s own version of “Stitch”. He looks like Stitch but is 100% evil. Leroy is also actually Experiment 629.

Spoilers for Leroy and Stitch
Mertle got Experiment 007 as a pet. She named the pet Gigi. She didn’t know Gigi was an alien. When Dr. Hämsterviel made Leroy, Dr. H made Leroy kidnap the other aliens. Leroy napped both Gigi and Mertle. During the fight, Mertle found out Gigi was an experiment and can talk. After the fight lilo want a picture of all the cousins together and Gigi made Mertle take her to it. You can see Gigi standing to the left of Mertle!
