Isn’t Pua suppose to not be here, judging from this conversation Maui had with Moana?
Good catch, not to mention the countless grammatical errors in quest dialogue. Recently I had to facepalm (I think it was Bo Peep/Woody) when it said “his interest is peaked”. It’s piqued , fyi.

Ok so a quick answer to this Friendships are memories of the Heroes so… maybe Moana went back with Mickey to take Pua on a walk
Everyone appear in The City over time, not all at once, at start there was only 15 heroes.
While there wasn’t Mickey it looks like Pua also wasn’t in city, maybe they get teleported by Inventor and trapped in city in same time.
Maui - Moana friendship was first one, much later there was Moana - Mickey friendship.
In first friendships, Dash was able to get into Zootopia and Vanellope’s game, Ralph and Vanellope to Incredible’s resident and so on… later in Shank’s, Merlin’s and Anger’s (all new ones) friendships it was clearly showed that nobody can leave city on their desire, only to selected places given by Inventor’s ‘‘clues’’ on newest story campaign.
