Shere Khan and Kaa are better as separarte characters, plus, they don’t like each other

I wouldn’t consider Kronk a lower sidekick cause he got his own movie and he’s not really a sidekick anymore. Nor was he really a villain. He was just idiotic at the time until he came to his senses

Of the options you offered, I would vote for Cruella, with honourable mentions for the Headless Horseman and Shere Khan/Kaa (though I agree with others who say they’d be better as seperate heroes. Kaa as a hypnotic Controller and Shere Khan as more of a Damager)

I’m not sure why Chernabog, Syndrome and Hopper were in the side villain category but them too.

I’d also especially like to see Bill Cipher, Lotso, Turbo or the Sheriff of Nottingham, but they weren’t options.
