Of course they’re villains! They work directly for Oogie Boogie, the main antagonist of The Nightmare Before Christmas! Remember how they kidnapped Santa and brought him to Oogie’s lair to be held captive?
Remember how they basically betrayed Oogie Boogie and led the Mayor to Skellington?
