If you think for example of Scar, then no, they were alive in the timeline when they got transported to the City.
So you’re saying before them villains died they made it into the game

There’s no limit to how many characters one hero can have friendships with. It’s what they choose in the patch notes.

It’s a big discussion because some characters are pre movie/tv show (like Ursula), post movie/tv show (Jafar, not counting direct to dvd sequels like Jafar returns) and between events of the movie/tv show (like Bolt)
Aladdin characters are actually from the timeline during this movie.
(Right before Iago kicked Jafar’s lamp into lava)
Really? Maybe I missed some clues that aim to that. But in conclusion depends of the timeline Perblue chose the characters that are available for the game.
