In short Per blue has a legal obligation to Disney. Unfortunately there is nothing they can do without breach of contract which could end this game for everyone.

What will happen to accounts made in russia before this change?
They still exist. The accounts are still there. The game just isn’t available on the Russian stores.

How many heroes are expected for the anniversary? Like not counting Snow White, but are we talking more than one or…
Basically, I can’t scroll right or left on the Hub map. There’s more parts of the Hub on the right side and even more beyond the screen.

Thoughts on removal from Russian app stores:
VPN exists.
Apkmirror exists.
Don’t think Disney asks to check those.
Basically it’ll be a return to 90s to a degree.
Hopefully until Russia vs. Ukraine isn’t the word on the street anymore.
I’m sure that’s intentional; they want to keep expanding the Hub indefinitely, rather than being forced to add islands and eventually a whole new map once again.
What, did you think there would ever be an end to the campaign storyline, or to new ranks and team levels?

The purpose of the removal is obviously not to prevent Russian citizens playing the game, albeit that’s the effect that it has on the surface. Disney really won’t care if people manage to access the game by other means.
Disney have made their stance quite clear since the beginning of the Russian invasion that they are completely against it, and have taken steps to withdraw their services etc. from Russia. To present a united stand and prevent comments like “but what about Disney Heroes?!” they need to cover all bases, however insignificant. As I mentioned before, it is pretty much virtue signalling, but it’s justified I think.
The actual outcome is largely irrelevant - “it’s the thought that counts!”
APK downloads from outside the official app stores might well work fine (and usually will) - even so, don’t expect to receive any support or fixes if your game breaks while running one 
And no, it won’t be restored any time soon - I would expect that it will be gone from Russian services indefinitely. There’s no timescale on the consequences and long-term effects of War.
