Because Darth Vader is a Star Wars character and this is a Disney game.
Disney own the right to Star Wars but it is a completely separate entity (as is Marvel). It has been mentioned many many times already that these two franchises will not be included in this game, in fact they both have fairly similar games already.

Unfortunately life is rarely (if ever) that simple.
Disney have already licenced other game developers to make games of this type using their SW and Marvel IP (presumably at gargantuan costs to the developers). PB has a licence for Disney and Pixar characters.
Like I said, this discussion has taken place on these very forums many times before and the response is always very clear. Disney yes, Star Wars and Marvel no.
