She is only good to annoy opponent in PvP challengers.
With Bogo disk.

totally the worst.
she can only give a little support . Very less status for inspiring, she only can give a little bit basic damage and attack speed.
Also “Play Dead” is a bad example for reviving. She can only revive a little amounts of hp when she is for time ko’ed.
At last she’s basic attacks sometimes strong but it’s still worse than others.
Her disk is almost the worst.
Felix disk can give more skill power for “Deputize” and “Testify” skill but it’s still rather less. also this disk can get a max of 600% more basic damage for support, yeah it can’t be great but not for Tron, Kelvin Flynn and some others. Tron and Kelvin Flynn have too less basic damage.
Bogo disk can be more worse. This disk give Judy Hopps more max hp and basic damage for herself, but it’s rather less, also she gain more hp from “Play Dead”. But when I calculated, it’s still less than Hades. This disk also give Judy Hopps longer invincibility from “Play Dead” to 6 seconds, but still less, because Judy Hopps is just easily to got KO’ed. also she can gain 25% attack speed (like Jack-Jack disk to Mike Wazowski, Violet disk to Jack-Jack), its rather useful but it has not many effects than others.
So Judy Hopps is sometimes useful, but still worse than others.

Ralph is bad, terrible, but worst tanks are Shank and Rex.

But In low Lvls.Sometimes…Shank become…hard to handle.
Judy used to be on my main team, but has suffered from the power creep in the game. There are too many new characters who can do her job better, way better.

She’s suffered greatly from the ongoing power creep and the introduction of other heroes that can do more of what she does, but she’s not completely useless; as modest as her Deputize boost is at the start of the wave, it can be enough to give your team the momentum to gain the upper hand in the battle, and with the right heroes, her basic damage boost can also give an early edge. The knockback from her white skill can also be helpful.
I see her in top players teams can’t be the worst hero if people have her at R9.
You just don’t know how to use her. She can be very beneficial for other heroes

I use her in Challenger. Judy Felix disk is sometimes useful only at start of the wave 7 seconds. After 7 seconds, she does nothing.
And Judy Bogo disk is really useless.

No. useless. There is no reason to use Bogo disk at top rank. (Felix disk is sometimes good)
Bogo disk boosts judy herself stats. Nevertheless she does not become strong
Judy’s Inspire buff enables Tiggers energy boost with the Ro disk. Her inspire buff and second life help her to see PvP Challenger Division 1 play that more than half the roster don’t see. She still has a place and is far from the worst hero.

because she can only be linked by Megara to become a harder object to get KO’ed. so this disk can make her to become a more-likely tank-type. but still less
