The answer is corn!
“Throw out my outer” → The husk
“Eat my inner” → The kernels inside the husk
“Eat my outer” → The kernels on the outside of the cob
“Throw away my inner” → The cob itself
@MissingLure, if you were making a guess, you were close, but it was just corn, not popcorn. And even then, 3 other people already guessed before you did (Pawps a bit ago, Cannon, and Code).
