I also get stuff like this happen, and sometimes it uses 2 skill point consumables when it only needs to use 1
I was playing with my friends a Super Hard Heist when two heroes (Scar and Sulley & Boo) that was near the defender (closer than the other heroes that showed in my screen) wasn’t able to defend him. I accepted the battle when the heroes was in the same positions of the second picture (but the picture was taken after the battle)
My friends was saying that it isn’t the first time that It happenned, that it happens with them too
So, please, check this glitch 
If there was another ambush in the area that happened first, they could have been in the list of heroes to be called there, preventing them from being eligible for yours. Easy way to avoid this is to make sure there aren’t any other pending ambushes around before starting the thief.
