Not really…
We see the in universe TV show version and the in universe movie reboot version of said in universe TV show version. However Megavolt as a Character does not exist. Though given the fact that someone (No Spoilers) dawned the outfit of Darkwing and is now fighting evil I’m sure someone will dawn the Megavolt outfit at some point in the future.
Point is if you are counting the 2017 series yes Darkwing could go in a Ducktales Collection but not Megavolt.

I guess you are kinda right, although in a duck knight returns an actor was megavolt for the movie, even though he kinda looked different.
Why wouldn’t they just make a DuckVerse collection?
Or call it the Duckburg collection
